Giuliani Questions Biden’s ‘Mental Capacity’ to be President

Former New York City mayor Rudolph Giuliani had some harsh words for Vice President Joe Biden on Tuesday, questioning whether he had the “mental capacity” to serve as president and saying “he's just not very smart."

In an appearance on CNBC’s The Kudlow Report, Guiliani was asked about Biden’s recent comments at a rally about how a Romney presidency would allow Wall Street to “put y’all back in chains.”

 

"I mean, there's a real fear if -- God forbid -- he ever had to be entrusted with the presidency, whether he really has the mental capacity to handle it," Giuliani said of the remarks.

Giuliani wasn't finished: “This guy just isn't bright, he’s never been bright, he isn't bright," he said. "People say, ‘Oh he just talks too much.’ Actually, he’s just not very smart.”
